The simple answer is no. That turbocharger comes from a different family of turbochargers (TD04 vs. TD05 I am pretty sure). It would probably be easier to swap in the EVO X turbo, although they are both twin scroll. I guess it doesn't really matter.
EDIT: This is a pretty decent guide to MHI turbochargers:

It could probably be done, but it would be a lot more work than it's worth. You would need a different manifold (and I don't think the EVO X would work... maybe it would), and the EVO VIII and IX turbos are from different families than the EVO X. I believe that they are reverse scroll, where the EVO X's is not??? Some of the Mitsu gurus can confirm or deny that. Either way, the reason the VIII and the IX turbos interchange is because, I believe, they are the same turbo, same manifold, same 4g63, same engine bay layout, etc.
Since the RA has the same 4b11T as the EVO X (there has been some debate over whether the RA has the same injectors, but for this, that is a moot point), the same engine bay layout, the same clearances, etc., and ESPECIALLY since the EVO X turbo is just better than the turbo on the VIIIs and IXs, just do the EVO X turbo swap.
