Evo 8 Tephra Mod, Issues controlling wastegate duty

I have an Evo 8 That i just cant get to control boost properly
Im using Tephra mod v7 with mods

i want to tune it "open loop" first and then put it into closed loop.
unfortunately no matter what i do it seems to run 0 WGDC up until about 3000rpm/ 80 load. Then it will jump straight to the Coolant Temp Max WGDC value, even if the boost is miles higher than the target load value.

I have tried zeroing out the following tables

MAF IAT WGDC Correction
WGDC=100% under this Load ( i set this value to 1 and to 10)
Boost Error Correction (BEC)
Max Total Upward WGDC Correction vs TPS
All the setting have been inputted for load based boost control

Boost desired engine load is set to 30.
Base can be set to any value it doesnt change operation. I cant seem to find why the demands such a high DC when building boost,

One thing to note at one point the WDC was following my WGDC Table. For Some reason it stopped doing this after a flash. I Reflashed the tune that seemed to be work but the problem is still there. Not sure what i'm missing.

it was my understanding that with the BEC and Max total upward table zeroed that the ecu wouldnt be able to drastically increase/decrease the WDC from the WGDCT

What MAP Sensor are you using?
Depending on this, ALL Boost tables need to be scaled correctly with proper settings for sensor.
Are yo using Gear Based Boost?
If so, make sure it is activated correctly, or Boost will follow Table 1 in WGDC.

There is the "Min Load for boost control" table you could try messing around with. That seems to match up pretty well with what you are describing. At the same time there is a "WGDC = 100% Under this Load" table you could also try playing around with and you would want to raise this up to a decent load level not lower it, mine is set at 200 load. Technically you don't need boost control at that low of a load because the spring in the wastegate actuator should be plenty strong enough to keep the WG closed and 80 load is basically vacuum anyway. Also boost desired engine load needs to be the load number, 30 is like idle. If you want PSI you need to configure your Rom to use PSI based boost control and use the corresponding PSI tables.

I am not using a map sensor. It is set up for load still.

The min load for boost control table seems to have no effect.

Wdc 100 percent under this value table is set at 1

If you have it set at 1 it wont work, because the ECU is always above 1. You set it to a higher load thats actually in boost, at least the load corresponding to what the WG spring pressure takes to overcome, which is probably in the 160ish area depending.

I set it to 1 to try and turn this function off. I assumed with a value of 1 the wgdc would just go my wgdc table

I would turn off correction, and just run the car straight off the WGDC tables.

Oh, then your probably running into the "Min Load for boost control" table thats keeping you at 0%. Try manipulating that one.

i am tryintrying to do that. My wgdc table is set to 30 in every cell. But when i apply throttle the wastegate duty will be 0 until roughly 80 load then it goes striaght to the value in my coolant temp max wastegate table which is 90. I cant get it to come lower than that value.
I also tried an older tephra mod 7 with a fresh base file same thing.
At one stage it did follow my WGDC table but then it just started doing this problem.

and everything under your "Global Boost Control 'Type' (Choose Load or PSI Targeted Boost Control)" is properly configured for LOAD?
