Steering Problem

About a week ago while I was driving and about to make a turn the steering wheel felt like it locked up a bit and I had to force it in order to turn all while making a loud clicking/popping noise coming from the steering column. After I parked it to check it out the steering wheel would turn left and right but get stuck at a certain point. After shutting the car off and letting it sit for a bit the steering was back to normal.
Today while driving it happened again, as I tried turning it was as if the steering locked up and I had to really force it which caused the loud click/popping noise from the steering column again.
If anyone has any ideas as to what might be causing this I would really appreciate it.
My car is an 03 EVO VIII

Did you check the fluid level?

fluid level is fine, it doesn't feel like the power steering is going out but almost like it just gets stuck like the steering wheel locks and won't turn until you force it then it makes a loud popping noise
