very few companies (even on here) do ALL of their machining/rotating assembly balancing etc in house-
The main thing I would suggest is call the shops recommend and speak to each one-
Many are capable of building you what you need- just make sure your expectations are clear-

Magnus sells built shortblocks starting at $2,224 which is an awesome price and of course its Magnus who runs 6's in the 1/4 mile and builds 1400HP engines like its nobodies business. Marco is an industry character and leader that only lets us down by not posting his bitter but much needed at times and enlightening wisdom on this forum.
Of course our diligent resident experts, Mr. David "I bust counterfeiters when I'm not building the fastest street Evo's" Buschur or Mr. Aaron "If you steal my alias I'll steal your real name" O'Neal, will not fail you even if you want to destroy the most ridiculous records.
You can also go with JAM which offers great customer service from the lovely Mrs. Carmela Jackson who can make sure you're taken care of. Like someone above said, building engines is all they do and they do it exceptionally well.
CBRD's Mr. Chad "If you can't eat off the floor of my shop your service is free" Block will undoubtedly impress you as well with his **** retentive work (not to say the other shops aren't OCD).
Just my opinion, but I listed the shops above after years of being around the community and forums, seeing who delivers and who are blithering idiots (most are). They'll build it to whatever spec you like, too.

I am south of the equator and i chose to build with Chad from CBRD. Price and the number of motors built, also the availability of what I wanted used in the USA was a dramatically different price too.
I think in going with one of the following you would be doing well in no particular order-
English Racing
Buschur Racing
CBRD
MAP performance
Magnus motorsport
Carz performance
Do as Chad says and speak to each one and make your decision.
The only other choice I would make is trying to get in contact with Kozo Yoshida of Yoshida garage, one of the biggest contract engine builders of 4g63 and rb26 race/street engines in southern Japan.
