fuel pump not turnning on

fuel pump not turnning on

I went to drain the E85 out of my tank by having the pump turn on and pump it out but my pump will not turn on. The car has been torn apart for 6 months or so for motor work and the pump worked fine before all of the carnage. I have double checked and everything is plugged in and both cam sensors are new. The car is still on jack stands. The CAS is definitely plugged in. I did remove the plate that the pump relays and resistor packs sat on.
I didn't check the battery voltage yet but everything on the dash came on without a problem. I tried to turn the pump on through Evoscan but I was getting a J2534 Read Error-16

I am just checking to see if there are any things I should look for before I start checking out all kinds of technical stuff.

Any suggestions?

do you have an OHM-meter? Check the voltage coming to the power connector to see if it has voltage and back trace from there.

Yes, but I didn't have it with me when I was at the car and the car is at my friend's house a half hour away. I should get out there tomorrow.
I can do this but I thought I would check around first. Maybe there is something I did or something that was missed, but I didn't touch the pump and it worked fine before.

I am pretty sure that the ecu is not turning the pump on for some reason, given what I have done are there any things I should check first before I go into all out troubleshooting?

Lol....why do you think I am trying to pump it out??

Guess what I am trying to ask before start digging through manuals and the electrical system is what else, besides CAS, would cause the ECU to not turn on the fuel pump?
