Odd request.

Your factory e brake is just fine.

Take off your rear rotor, adjust the spindle to allow it to grab better and change out your your brake shoes to an aftermarket alternative.

Your e brake operates the pads or shoes inside the rear rotor. There is an adjustment spindle located in the rear which you can adjust through an inspection hole on the rear rotor face. That should allow your e brake to grab a bit better.

I can lock my rears up with the stock shoes or pads.

To make this a little easier. On the rear brakes, you have your caliper (with pads) that run on the normal surface of the rotor. You also have parking brake shoes on the rear that run on the inside lip of the rotor, which is why the rotors have such a wide hat. Somewhere on the rotor there is a hole with a rubber plug on it. Pop that plug up and line the hole up at the bottom. Look through the hole with a light and you will see a little start wheel. Adjust that until you can't move the wheel anymore then back it off a couple of teeth and repeat on the opposite wheel.

This proper adjustment should be in the service manual (which most people never see). Adjusting the drum's shoes is the major adjustment and at the hand brake lever there is another adjustment nut for the wires, this is the minor adjustment. Only adjust the major of the minor is already at its limit. (don't torque the hand brake adjustment nut too much or you'll brake it.)

The stock handbreak works great when adjusted right, unless your trying to bust 180's and crazy stuff like that..

My '92 DSM had the handbrake cable attached to lever on the caliper. The lever pushed the caliper piston out - no second brake needed. A little tug on the incar lever and the brakes were locked - a way better parking brake than what is on the Evo.

Just tighten the nut at the bottom of your handbrake lever connecting it to the tension cable. It will take all the play out of the cable making your handbreak work again. Do not over tighten it or else you will be dragging your brakes when driving. Try this first before anything else.

Yeah man, like these guys are saying. Pull up the cup holder and adjust the nut at the bottom of the e-brake handle. If that doesn't adjust it enough, then go to the rotor and do the adjustments.

I had to do this a few weeks ago and tightening the nut was all that was needed.
