Flutter or Compressor Surge?

Flutter or Compressor Surge?
I just test drove a 2010 evo this evening, and it sounded like there was some flutter or something similar. I'm not familiar with turbo cars to determine if its compressor surge or a less serious flutter.
It sounded similar to this video. Skip ahead to the 42sec mark please.
The owner (original owner) said the car was 100% stock except for a drop in K&N filter. What could be causing this sound? I tried to compare pictures of the engine bay online to what I saw in person on the car to see if the diverter valve was stock (he said it was).
Here is an image of the engine bay, I'm not sure how well you can see. The diverter valve had a part number printed on the top, which I don't see in other images. Could it be installed incorrectly?
The car pulled well, and had no hesitation at partial or full throttle.
How serious of an issue is this if the car has been run like this for awhile? It has 34k miles right now.

Hey everyone.. I am currently having the same problem.. 03 evo 8 GSR.. Changed the BOV and new vacuum line.. Drives fine until about 6-7k rpm, then BOV abruptly releases as if I let off the throttle completely, but I didn't. Every gear in high RPMS.
Service light code says "turbo over boost"..
Any ideas anyone? Thank you guys much!
