I think mine is seized too!
When I went to release the tensioner to swap the belt - the bolt just gets 'loose'...
Did you just remove the pulley bolt/pulley to get the belt off?
How did you access the tensioner? Did go in from underneath?
Any help/advice is appreciated!

My tensioner was seized in the stretched position.
I watched a little bit from 30' away.
With the car up in the air, They took off the passenger front wheel.
Since the tensioner was seized, they cut the old belt off and removed the tensioner from the bottom with what looked like a long creasent wrench.
