AST and Reiger make some nice stuff too don't get me wrong. But having local support is something to factor in. How long do you want to wait for service/support?
At your price point Nitron is also worth considering http://www.nitron.co.uk/catalogue_it...2&prodID=73785
But I still think MCS is the way to go. I personally have MCS 1 ways with Vorshlag camber plates and Hyperco springs and they are by far the best money I have spent on a car.
It is my understanding that the guys who run MCS sold Moton to AST and then started MCS.
"MCS: In early 2013, Vorshlag became a dealer for Motion Control Suspensions (MCS). This company is run by the folks who ran Moton for 15 years, and JRZ before that. We have worked with MCS to develop new solutions and perfect existing fitments. We have installed their internal singles, internal doubles, and remote reservoir MCS shocks. We stock a number of their products as well." http://www.vorshlag.com/shocks.php
P.S. Penske is definitely over $5K unless u have a super hookup http://shop.penskeshocks.com/MITSU-EVO10/

Reiger makes quality dampers, but as far as I know they only do rally stuff. Based on the OP sounds like you're looking for a track setup
About AST, based on talking to a few people (in real life, not interwebs forums) that have run multiple high end dampers, the others are a little better than AST.
Anze has some Penske options in the 5k range for the Evo
I hear good things about Nitron... but like you said, there's something to be said about local(ish) support. also they're pretty rare in the US so I don't know much about them...
