Continuous P0421 after P0135

Continuous P0421 after P0135
About a month ago I got a P0135 so I changed out the O2 sensor right in front of the engine compartment. Took about 10 minutes top and things worked great after that. Now I have the P0421. "Service Engine Soon" light came on the other day with a P0421. After talking with my mechanic about it, we decided to clear it and see what happens. Well after about a week it came back.
After reading numerous post on the P0421 error, my question now is about the recall notice. Does that ever expire based on age of car or millage? My 2002 Lancer has 125K miles on it. My mechanic told me that cat converters typically don't begin to fail until 160-180K miles.
Since I'm in CA a new cat is going to be big $$$ so I'm looking for a cheaper solution, but if not then I'll bite the bullet and take it... not gracefully though.
