2004 Lancer Not Starting

2004 Lancer Not Starting
Hello everyone,
I am trying to help my little sister out.
She has acquired a 2004 Lancer, with 9,xxx miles.
She bought a new battery for it.
I installed that, and poured gas into the tank.
The car turns over hard and fast, yet does not start.
It doesn't do an "almost" starting either... just, nothing.
I removed one of the plug boots, and inserted a flathead screw driver into it.
Then I neared it to ground, and asked her to crank it.
A very strong spark flew between the screw driver and the ground.
Fuel level is at half-tank at the moment.
What else could it be?
From my search on the internet, I understand Mitsubishi did not install a "fuel pressure check port" on this car... right?
So, I am not sure how to check for the fuel?

The only other thing that I can think of, is the alarm system.
The alarm's horn is disconnected, yet the LED on the dashboard blinks.
I try to "disable" the alarm by turning the key in the driver's door:
front, back, front, back, front, back, back back (all locks open).
Then I get into the car, and try to turn it on.
Again, it cranks hard and fast... yet no start.
What else can I check?
