I thought this too for a while but it still helps reduce drag by reducing the low pressure zone created due to the sharp angle of the rear window. You need a 7.5 or less degree slope to have no drag due to turbulence (there would still be some due to friction). The rear window slops much more than that so the VG's still help.

The VGs only work in conjunction with the wing. They are useless otherwise.
