Cliffs notes,
TSB10-13-002

Only supposedly happens with cold weather for a short drive cycle. Followed by a cold soak and the car won't start.
It is for US cars not just Canadian Cars. There are multiple relays to replace and it effects:

AFFECTED VEHICLES
2007−10 Outlander (2.4L 4 cyl & 3.0L V6) built prior to November 16, 2009.
2008−10 Lancer, built prior to November 16, 2009.
2008−10 Lancer Evolution built prior to November 16, 2009.
2009−10 Lancer Sportback built prior to November 16, 2009.


Blue Relay part# is 8627A024
It is actually a cheaper part to buy from Mitsubishi than the Green Relay.
If your dealer gives you 20% like most online stores, the Blue relay should be $10.98 compared to $25.26 for the green relay. Go figure.

What I would do; Is call up your dealer, tell them after short drives in the cold the car is hard to start. I make no guarantees, but this should help you get it covered under warranty.

Drew, UR post is very informative. To that end, the TSB talks about not only the "blue relay' but also "MFI relay". Any idea if these also affect the fuel pump funcitoning? Also, everyone has been talking about replacing a single relay vis, the infamous "blue relay". However, the TSB talks about replacing not one blue relay but many and the same applies to the MFI relays. So we are talking about cost >>$25...of course if done under warranty, the costs should be gratis.

I honestly only know as much as what the TSB says. That was the first I heard of replacing other relays; and we've never seen a car come into the dealer with this problem. So I'm kind of at a loss for info other than the TSB.

Yeah, they're cheap. Too bad all of the places selling @ 4 bucks have a minimum order of like 30 bucks or so, hehe.

Yeah your right. I don't know then; this is the only TSB I can find on it. But we have the part # now and if anything I would recommend the blue one simply because it is cheaper to replace than the green one. Regardless if it is the same quality or better. Of course you could always have the TSB performed. Then manually swap the relays from one spot to another; if some one is really cheap. That is the best advice I can give right now.

Well I am little confused here for the dealership I went to replaced the black with the green relay in this slot and said it was under warranty due to idle problem TSB. Now I did not ask what TSB # but the one Drew put up sure sounds like they are one and the same.

I wonder if there is a different TSB then, one for which we don't have the number yet. The pic from HR2L correctly shows the Blue Relay in the Fuel Pump socket, A-27X. That slot A-27X is not mentioned in this TSB.

According to the specifications from Omron the fuel pump is one of the applications;

So does this hold true for an evo VIII too? I'd assume they have the same iffy fuel pump relay in there stock...

The only TSBs that I see for rough idle are the ECM reflashes. The only idea I have is sometimes we'll do stuff out side of the TSB simply because we know from experience what the problem may actually be. That might have been why they did that.

U know it makes sence that Mitsu would address this problem as a "idle problem" as the rational for replacing this fuel pump relay...Can U see them say "there could be potential engine failure if this relay is defective due to running lean"...I do not think they would make such an admission.
