I found this information on page 4 and i thought that by mistake someone changed something and blocked data loging. I am trying to find out what is the issue with my ECU because everytime when I try to data log by any program it says unable to connect to ECU when the car is running.

Have you double checked the OBD2 port wiring? I just had an issue like this with a car and it turned out to be a loose wire in one of the connectors.

its bit 0 periphery 2 fca bits set to 1 you can scan fault codes /set to 0 it wont

if that doesnt work try 62500 for the baud rate in evoscan

Sorry for late reply but it took me some time to check everything.
I checked the wire and it seems to be ok.
Obd pin 1 --- ECU pin 56
Obd pin 4 -- ground
Obd pin 5 -- ground
Obd pin 7 --- ECU pin 62
Obd 16 --- 12V
So everything should work. I checked if logging works when the engine is not running and it works ( it shows coolant temperature, throttle position and more) when I start my engine ecu is being disconnected.
I also checked different baud rates with no result.
ECU which I am using is RA560649R1 (evo7) with Tephra v5.01.
I also made screen shots of my pheryphery for your review.
