Idle surge on hot restart

What tables would I use to fix this? Car runs great but if the engine is warm and I shut the car off and restart it a few minutes later it surges and idles extremely low for the first 20-30 seconds and sometimes even stalls. If i keep my foot on the gas it stays running and is fine after 20-30 seconds and even if I don't touch the gas pedal and just restart it if it does stall it clears up on it's own after 20-30 sec. Idle on cold start is fine and idle afr is 14.7-14.9 when this happens. Maybe a timing issue or ISC position but why does it clear up after running for a little while? 94170715 ROM speed density and 93 octane.
