TL;DR - Lights are out, Bulbs, Switch, fuses have been changed. The only place left to break the circuit are C-23 and C-124. Where are they?

If I put a fuse tap on the backup taillight fuse, underneath the steering wheel. Is that fuse only energized when the car is put into reverse?
I'd like to have it setup so that the standalone monitor and the backup camera only turn on when the car is in reverse.
This is for a 2009 lancer dE
If this doesn't work, and I have to use a wire tap off of the rear backup light wire, what gauge is that wire?

At the dash fuse box, there is a 20 pin plug. In pin 2 is a white wire with a blue stripe, that's the wire you'll want to tap, 12v when the car is in reverse. Its probably around 18 gauge in size.
