RPM in neutral ???

Just curious about this. When the car is in neutral and you rev the engine does the rpm come down right away or it lingers slowly down and somtimes stop at a rpm and then comes down? Not sure if it's the cams but my rpm slowly lingers down. On my honda 00 Si and othe cars the rpm comes straight down.

Sometimes when I'm driving and I put the neutral the rpm will go up instead of fall down.

I this normal on the EVO with cams?

Thanks
