Hallman pro with Tial ext. wastegate

Hallman pro with Tial ext. wastegate
Ok, based on the hallman pro manual, you supposed to leave the top nipple unplug and run the vacuum line from the hallman to the side nipple on the wastegate. I did exactly what it instructed and couldnt hit more than wastegate boost. Any suggestion?
