possible fuel pressure issue

I have been experiencing what seems like a strange increase in fuel pressure for about 3K miles now. I just went over 50K today. I would stop to get gas (with the car turned off of course) and allow the tank to fill to the top. When I start the car everything is fine for about 15 seconds.. then the engine starts to sputter and wants to die.. popping like crazy as well. I will kinda give it a little rev and it just sounds like it wants to die.. so sometimes i would have to start and restart the car 3 times and give it some gas and it would go away. I have gotten out of the car at these point and noticed black smoke coming from the tail pipe..and it appears that the exhaust is actually spitting gas out the back. I discovered by mistake that if i dont fill the tank up all the way it does not occur at all. Im 100% positive it has to do with filling the tank up all the way, but what is outta whack here? I still have the stock pump in there but i have a walbro 255 ready to go in. Im also just ordered a new fuel pressure regulator and hope that helps the problem. Any advice? Anybody experience something like this?

I think there is a problem with your evaporative emissions system. You fill the tank and it starts to suck fuel in instead of the gases. I would check it. The easiest thing to do is pull the evap line off after filling up to see if there is fuel in it and/or if the car runs fine with it off.
