Pressure reading is sometimes 0......on idle

Nothing to do with it.
Low flow means when the ECU applies the EGR solenoid it is not seeing the required O2 change it is expecting. Probably a vacuum hose is loose or something.
EGR valve is under throttle body on manifold. Solenoid is on bracket on back of intake.

timzcat: I did a search today followed what others have done.....checked all the hoses around the area, all of them were tight.

I wasn't sure if you had it solved yet or not, but here is the solution:

There is a solenoid that sits between the intake manifold (pressure source) and the fuel pressure regulator. When the ECU senses a low coolant temperature it closes the solenoid to block the flow of vacuum to the FPR. This lack of vacuum raises the fuel pressure in the fuel rail to allow the engine to run a bit richer (basically an electronic choke) and also to raise the fuel rail pressure in hot conditions to reduce vapor lock issues upon hot restart.

It sounds like you have T-ed the boost gauge in to the vacuum hose AFTER the solenoid, meaning it is being affected by the solenoid. You want to T the boost gauge before the solenoid so it gets the vacuum/pressure directly from the intake manifold unaffected by the solenoid.

I just knew your couldnt run on 0 vacuum!!! I figured it was the gauge.......
