I just want to improve the top end of my EVO which is running 91 octane CA gas. 20-30whp would be just fine.
- boost controller?
- S-AFC / dyno tuning?
- exhaust?

If you want to increase performance at high revs, consider freeing up the exhaust and ecu tuning.
Of course, a larger turbo would give you more power at high revs at the expense of more turbo lag.
Probably better to tell the board exactly what you want to accomplish.

I'm sorry I didn't give enough detail for what I'm looking for.
Since the EVO powerband seems to drop a little after 5K rpm (boost decrease). I just want the boost to stay at 18 or 19 psi all the way to the redline. I know a boost controller can solve this problem, but I want to run safe, so maybe a S-AFC can help?

Also, how do you guys think about Vishnu stage 0? I personally can afford the cost of those parts, but since I have to get them installed and tuned at Vishnu. This might cost a lot.

Setting your boost with a good boost controller to 20 / 21 PSI held should see a good improvement over stock.
The car runs very rich higher up in the rev range, so you may want to lean it out a little there. But be sure to measure the air fuel ratios when using an S-AFC to lean it out.

I think the best thing to do with $1000 is to spend it on a performance driver training course. Learn how to drive the car at 10/10ths of it's potential. Knowing how to safely and effectively push the car to it's limits, in my opinion, is very valuable.
My 2 cents.

i live in whitewater. whatever upgrades are available i can get. im still looking around to find more parts but i have an account with buschur and can get, at the best prices, the turbo bac, scca legal cat back, test pipe and high flow cat. oh also their intake. it would ship from ohio as thats where the wharehouse is (not buschurs, mine)
