Need Help Again Boost

Ok guys last time i needed help members on here helped VERY much!

Have a Hallman Manual Boost Controller less than 1 year old. OK my car normally boost 23.3psi and settles to 21 or so. I took out my HKS BOV and replaced with my 1G BOV (maybe 3,000 miles on it). Put everything back on and went out racing and car wont even spike over 19psi and is only holding 17.2? Check for boost leaks and even replaced everything with T-Bolt clamps. Cant hear ANY leaks but even with the tester in the boost gauge wont read over 2.5psi????? I did alott of checking of things and nothing helped. I even undid the wastgate actuator (stock 50,000 miles!) and did the flipper manually. Never had any problems like this and am stumped.

Also could i just buy a Buschur Wastegate Actuator and hold the 21psi?

Thankx Guys!

put the old bov back on and see if the problem goes away. That's the only thing you changed since you started having problems. If it won't hold boost pressure during a leak test, it's not the wastegate.

So, did you put the HKS BOV back on just for reference sake, to see if that resolves the problem?

I dont have the BOV anymore. It was shipped within 10 minutes of taking off. After trying everything i could today thats the only thing it can be. I have a 1g flange what other BOV can bolt up to that? Maybe i can find someone round here to try theirs.
