Gt35r blown turbo?

Ok well I was just looking around in my engine bay making sure everything is secure when I noticed what looked like burnt/caked on oil on my wastegate/dumptube/lower ic pipe. I took off my intake and spun the blade and noticed that it sounded like it was making a scraping sound against the housing. I check my oil and notice that my oil level is right at the MIN mark on the dip stick. I checked for shaft play and there is none. The car doesnt smoke at all under any driving condition. I ran the car without a filter on the turbo for about 2 weeks with only a mesh screen. The turbo was bought brand new and has around 800 miles on it. It seems to be making boost just fine. What do you guys think? I was hoping that maybe the turbo needed oil pressure and it was normal for it to making a scraping noise against the housing. It's not really a bad scraping but I can spin the blade and it will rotate 4-5 times before it stops spinning. What do you guys think.
