well hallman does provide a softer spring but by default all hallmans come w/ harder spring. i have two possibilies, one is a major boost leak but i dont think thats ur problem. i think u have dirt in the mbc and its getting gritty at a point and ur THINKING that it wont turn any more. (happened to me a few times)

Don't reverse the lines.

You may have the soft spring that maxes at 19psi.

assuming the 19 psi is correct, he did not reverse the two nipples on the MBC or he will get about 14 psi.. not 19 or aka running only wastegate pressure.

Not necessierly, there would be a spike and then the boost would fall.
I would just do it to troubleshoot. OR he can state how they are acutally on the ca.r

if the vacuum lines are all tight then no it wouldnt overboost(in reverse) as the internal valve in the hallman goes only one way.

When reversed, it spikes uncontrollably. Of course it tapers down like always, but it runs dangerously high. This is exactly what happened when I first installed my Hallman and had the hoses backwards.
