is there any especial squence to to tighten the nuts to the block and turbo housing? similar to when you tighten the wheels of a car?

you want to start from the center. If there is any deformity in the flange, you can work the deformity out towards the edges as you lock down the center of the manifold first, and move outward. If you lock the ends down first, there is nowhere for the deformity to go.

Whatever pattern you choose (FSM or whatever), good thing to progressively torque them several times until you reach target value. But good luck getting an accurate value on two of the bottom ones.
