Base wastegate pressure on the 16G Evo's is almost always right between 10-12 PSI. Usually 11 PSI, but it can vary a bit from car to car, or turbo to turbo.

You can determine what it is on your particular setup by setting the adjustable, threaded, actuator rod to where the opening in the turnbuckle end freely slides on and off of the pivoting arm and at the same time running a length of vacuum hose from the wastegate actuator nipple to the nipple on the compressor housing discharge tube, making sure to plug off the open hose ends which lead back to your BCS or boost controller.

Having said that, most Evo turbos come from the factory with a little bit of wastegate preload. That means that the wastegate actuator rod usually leaves the factory shortened by one or two turns.

So, usual factory preload is an additional 1 or two PSI on top of the base wastegate pressure. As a result, from the factory you may get base wastegate pressure plus an additional PSI or two of preloading.
