Stock rubber intake BR air filter kit?

I took off the stock intake tube on my car last night and noticed there was a hole with nothing in it (not the connection for the valve cover) the small hole on the underside of the tube that protrudes out.

Can this just be plugged? Or am I missing something?

thanks
