Question Oil Filter Housing Question. Please Help!!!

I am in desperate need of some help stat. Sorry if this should be in the how to request section. Not too sure where it should go.

As most know I spun a bearing a while back and am in the process of a new build. Anyways, I took the oil filter housing apart to clean it out and be sure there were no metal shavings. I put it along with timing components, cover, pulleys, etc. on the car over the weekend with no troubles. Today, however, I was looking over everything before I went back in with the motor. I realized I forgot to put something on. (see pictures) There is a plug with a crush washer up by the oil pan. Inside there is a piston type deal and a spring. I know how it all goes together so that is not the issue. I can not get to it with anything to tighten it up and do not wish to take apart everything to do so.

How much pressure is on that plug and what are the chances of it leaking?

Is there any tool I could use to get this back on without taking everything apart?

What is the purpose of this assembly?

Exactly how tight does it need to be?

Any help would be greatly appreciated. I need to get this motor in by the weekend

Thanks in advance, Ryan

I wish I knew how to copy the page from my Service manual. It shows a diagram on how the oil filter housing should be assembled and acording to the manual, the torque spec for that plug is 33 ft lbs +/-3

Does it say what it is for? Or how to take it off/put it on while on the car?
