OBD2 and EPA off road?

I have seen HFC advertised as OBD2,EPA,CARB approved etc., but still state "off road use only". Or never to be used on public highways or in California on pollution contolled vehicles. What's the deal with that? It's contradictory.
The only exception in Magnaflow from Car Sound.

Yeah...thats seems weird, but in CA unless the cat is damaged or more than 60K miles, changing it is not allowed. Thats why it probably is CARB approved, but off road. Hope that makes sense...
