Wierd boost curve problem

i have target boost set at 22psi and i'll hit 22psi by 3900 in 4th, but it will then creep up to 24-26 psi by about 44/4500 and hold that til 7000 then bleed off to 22.

Strangely, if i increase the boost to say 28 psi i'll hit 28psi by 3900 and hold it til 7000 then it'll start bleeding off.

I'm not sure why i can't get the boost to be stable at 22 as it is at 28.

i'm using a forge actuator with a fp green and hks evc 6.

Any ideas?
