no, not in the US anyway. When you start getting into the RON stuff, I don't know. I would think that would be more like 89oct here.

I would highly suggest the BBK-B...I have had both the BBK Full and BBK-B on my car (currently BBK-B) and both are great turbos but I am on 93 oct. also...400whp on a BBK Full and 91 oct. might be a bit harder. BBK-B should have no problem hitting 400whp on 91 oct, even on stock cams.

honestly man an hta green an fp red a bbk b any of those turbos will get you around your magical goal of 400 hp on 91 octane. Cams, full tbe, 1000 cc injectors in case you want e85 with 400 hp, and a ported exhaust mani with the turbo to compliment a full flowing exhaust, should get you to your goal, just hope your ambient temps there are cool or else you could be in for a heartbraker, ive got a lot done and on a 64mm fp red i made 385 whp on a dynojet, but on 91 octane but in 107 any ic will just about start to heatsoak. Just make sure change your oil, your coolant and your spark plugs gapped properly, prior to your dyno and you should make a good number.
