Garrett 3.5 vs 3.8 core

Done a bit of searching but can't find any info on the Garrett 24x12x3.5" vs the 3.8" cores. Besides the size difference is there anything else different between them? Both cores are rated to 950hp, how do they determine that is it just based on max cfm?

950hp will be an estimate.
the 3.8" core will have less pressure drop because there are more paths for the air to flow, so it will have more power potential.
