No 4th in new tranny

No 4th in new tranny

Alright, I have a higher mileage evo 8 that had bad sychro's in half my gears so I ended up just buying a new tranny from a friend in Florida and had it shipped to me here in Oregon.
The tranny came off a totalled built 600hp evo 8 and it had bad synchro's in 2nd and 3rd, so he had it rebuilt before he traded it to my friend who I got it from, so it had 0 miles on it when I got it.
It sat in his garage for several years with no fluid in it on the coast :/. I just got it last week and everything rotated just fine so put it in my car. Topped off everything with redline mt90 and took it for a test drive.
No 4th gear. It's like its not there when the car is moving. It doesn't grind or anything, it just feels like it's hitting a wall. If I'm stopped (motor running or not), it will go into 4th if I put it through the other gears first and then I can easily get it in anytime after that, until the car moves again and then my gear disappears again.
Is this a synchro problem? I've never had a bad synchro that doesn't grind. Could it be an installation error from the shop that rebuilt it? My friend had the paperwork showing the rebiuld but lost it after moving shops 3 times.
I just want to get some 2nd opinions before I tear the tranny out again since we all know how fun that is.
I've already adjusted the clutch pedal and bled the slave cylinders several times.
Any advice will be appreciated.

On level ground with the clutch in and car in gear, does the car creep at all when revved to 7k?

Nope, no movement. If it did move, would that have been a way to tell if it was a clutch disengagement problem not letting me get into gear?

Yes sir. Have you checked your underhood linkage and bushings? Sometimes the linkage arms get bent

I looked at them and everything looked normal. Didn't see any bends and nothing seemed loose. I was hoping it was something with the linkage, but I didn't really think it would be that since it worked before the new tranny. Well I did have grinding in 3rd-5th with the old one. What would I look for when checking the bushing? Would it just be loose?

Update-
Today when driving to work, I put in the clutch on a downhill off ramp and started wigling the shifter and it popped into 4th gear at probably 30mph. I ended up getting it to do that maybe 2 more times when on decel. No grinding or anything. Couldnt get it in while accelerating or normal driving.
