Fp uses the double billet 7 blade design and Garrett uses the new single 11 blade billet wheels. If both turbos were the same side which would is better? Makes more power? Spools faster?

Looking at those two compressor maps:
BW 76mm:
and Garret GTX 76mm:
Running some numbers for 2.0 liter engine aiming for 26psi results in a pressure ratio of 2.94.
On the low end (3300rpm) the BW 7+7 wheel can support the flow and pressure (26psi) and the Garrett cannot (this doesn't mean it will for sure, but it can flow it). So on paper the BW wheel will perform better (low flow at higher PR and make more power down low). On the TOP end, the Garrett wheel is still in 76% to 73% efficiency at over 500hp while the BW wheel is dropping below 70% efficient (30% heat = less power).
So I think I am basically saying what someone else already did. The Garrett is a top end monster blade design and the 7+7 BW (and HTA) wheel design is better on the low end. I personally went with the 11 blade because of this. I figured making monster torque down low will just break something , so I aimed for top end.

The basic characteristic difference of the two designs of equal proportions is the one you have mentioned. In reality though, the difference of the two is less than the one on paper.
Even if you chose the 7high-7low blade wheel while keeping the rest of the setup and map the same you would not brake anything. The most important factors in breaking stuff besides the way you launch/drive the car are, camshaft dialing, mapping and distribution of boost.
