Greddy Profec e-01 settings

i have a Greddy Profec e-01, but i also have some problems....
first the mods:

HKS RS intake
HKS 3" DP
HKS 3" Catback
Greddy TT
Greddy Profec e-01
Greddy E-Manage

now with these mods i'd like to boost 21 psi... the problem i have is that it won't boost past 15 reliably and i think i spiked it to 18.1 one time... my settings are as follows:

set 21
gain 23
start 18.2

now for rpm and duty cycle:

3500 0
4000 6
5000 7
5500 8
6000 9
6500 9
7000 10
7500 10

boost limiter cut:

for some odd reason it's set from 50-800 at 3150 for everything...

i'm still learning the e-01 and the evo so if anyone can help me please respond!!!
