I have been trying to figure out my injector number 3 circuit issue (p0203)

I am getting 12 volts off of my number 3 pigtail and the rest of my injector pigtails are seeing 5-6 volts with the ignition turned on (engine off)

I have tried activating each injector from evoscan, all except number 3 are able to be switched off when the car is running.

I am running out of ideas on where to go from here. I replaced the battery, unwound the loom to look for a short, ohmed and looked for continuity.

has anyone experienced anything similar to this? only thing that I can possibly think of is that the ECU somehow shorted itself out over the course of the build.
