Evo 9 MR Limp Mode? Service Engine Soon Flashing and 3500 RPM

Evo 9 MR Limp Mode? Service Engine Soon Flashing and 3500 RPM
I have a 06 MR and it has basic bolt ons. Intercooler, ICP, exhaust manifold, intake, exhaust, mishi Radiator, and small battery. I drove to work a couple days ago, a 15 mile commute, and worked for 6 hours. I get off and turn the car on, before i even turn the engine on its in accessory mode and the "Service Engine Soon" light is flashing fast. When i turn the engine on it is still flashing fast. Usually its set to flash on occurance of engine knock but its flashing without the car even running.
I got a Snap-on scanner and tried scanning for codes, data display, and system tests, nothing shows up as of codes or weird numbers. When i am driving, everything feels normal, drives healthy, and idles great. I am limited to 3500 RPM though and it hits a magical invisible rev limiter. If i try to give it gas i get maybe 1 psi of boost before hitting the fake redline of 3500.
When i drove to work i didnt even pass 3000 rpm because of that Evo MPG and its a daily haha, but it was raining and i have no under tray under my car and that is all i can think is that water got somewhere it shouldnt. I know like a week before this happened the car was so perfect, in fact 29psi healthy .
But i have no idea what could be going on. A 3500 RPM rev limiter and a flashing "Service Engine Soon" light. Any ideas?

A flashing check engine light in an obd2 car is for live misfire. You have a misfire.
If you have a p0302 start by swapping spark plug 2 and 4 see if misfire stays or follows plug. Next to coil or wire swap with other cylinder. If the misfire doesnt follow any part. Compression test then leak down if low compression is found on that specific cylinder. All 4 is suggested to compare cylinders.
Oh and make sure you clear the codes after swapping parts around.

I have the same problem when I hit the 3k rpm my service engine soon flashes when I hit the boost ! if ill let go the the pedal the the light will go off.
