even the guys who came up with the linearization table didnt use any flowbench, manufacturers supply that data, that gets you close then you tune it closer if need be. But tuning is something you know absolutely nothing about.

If you've never flow tested injectors, then there's a lot you don't know.
You can google flow rates but some stock injectors are flowed at 3 bar, some at 3.5 bar.
Most N/A mitsubishi injectors are 3.5 bar.
Not that it makes a lot of difference if all you know about is putting massive injectors into evos........and nothing else.
You won't get manufacturers data for deadtimes at elevated fuel pressure either.
That's why you do your own injector flow testing, I do anyway.

No need, let a professional EFI Calibration specialist properly map and tune the car with whatever size injector you need for your fuel demands.
That's what I do. Recipe has worked out perfect for well over 100k miles. YMMV!!

Yup my tuner has kept my car running flawlessly, in fact it runs better than it did when stock in every aspect of driving. That's what a Professional Tuner does, day in and day out.
In fact my car is on full Flex Fuel, and never skips a beat from 93oct and any blend of Ethanol straight through to E85. The more the Ethanol the more the power. Never one hiccup ever, Though you would have not a clue about any of that since you are not a Tuner, and no *** about advancements in ECU calibration.
Let me guess my pistons are broken too right!!

I tested the car at idle today and let it fully warm up. 38-39psi fuel pressure and around 44psi with the vacuum source disconnected. When I unplugged the vacuum from the fpr the AFRs did improve to around 14.5 which is odd because I would think that increasing the fuel pressure would make the car go rich.
I am still waiting to hear back from my tuner and get the injector flow rate linearization tables applied.

Having written that, I can assure you that if for some reason the rail pressure is reading a few pounds higher than what its supposed to be at idle, its not the cause of the pig-rich idle. Its not enough nearly enough of a difference. Rail pressure would have to be something like 50+ psi to cause the condition that you are seeing for an otherwise good tune and hardware.
The stock min IPW of 1.024 ms is below the range where the FIC1650s will respond, so it does not need to be changed. I hate to put the blame on anyone, but my generally feeling is that your tuner does not have the offboost tune sorted. My recommended 1650 injector scaling, latency, and linearization values are a good place to start. Even when starting with those values, a fair amount of tweaking is needed to the MAF scaling table for a MAF tune or the VE tables for an SD tune.

44 psi with the fpr vacuum line disconnected is exactly right for the stock Evo FPR. When the fpr vacuum line is connected, rail pressure tracks with vacuum/boost level. If the siphon has been drilled and you are seeing 37-38 psi at idle, then my guess is that the engine is idling at 6-7 psi of vacuum. Can you let us know what your boost gauge is reading?

That's 12-13inhg of vacuum, which is about -5.5 to -6.5 psi of vacuum.

It should be idling in closed loop at around 14.7 to 1 AFR.
It should also be idling at 18 or a bit more inches of vacuum.
What does the fuel pressure read when you pinch the vac line to the FPR while it's idling (to hold vac) then shut it off?

OP has GSC S2 cams. Idle vacuum is in range for the cams.
