Peculiar Timing Issue

Peculiar Timing Issue
So my car hasn't been running in a while and I have been gradually upgrading most of the engine bay and now that everything is together, the engine timing is having a weird issue. A while back, I dropped the car off at a shop in my area that deals with Evos an awful lot to finish things up. When they attempt to get the timing right, it consistently goes out of timing. They will line everything up and then rotate the crank and the cam gears start to lag.
I am now living in a different state and they still have my car because we can't figure out how to get it timed. Supposedly the crank and cam gears have the appropriate amount of teeth to enable them to rotate in sync, but something else is going on? They have spent hours trying to get the timing right but it just doesn't work and it keeps traveling out of sync. I have MAP's 4G64 destroked 2.1L long rod with an AMS head with HKS adjustable cam gears I believe it has the Gallant(?) timing belt as well.
Has anybody seen or heard of anything weird like this and have any advice on how to proceed? Thanks in advance!

That was one of the very first things I asked them to do and they said everything matched up. They had several other Evos in the shop so I figure they used that for reference if they didn't know the number.

how many times are they spinning the motor over? It takes 2 rev's for the cams and crank to line back up. If they're worried about the mark on the oil pump gear; 1. it doesn't matter, your block has had the balance shafts deleted. 2. I think it takes 6 or 8 revs for the cams, the crank, and the balance shaft marks to line back up.
