It's 70 degrees outside, the humidity is at 30%, my car makes 400whp/tq.

If the humidity were to increase to 90% with all factors remaining the same, what change would I see in the whp/tq?

All factors remaining the same is not possible. Adding water vapor to the atmosphere would increase the barometric pressure. Or, if you wished to fix barometric pressure, the amount of oxygen would be less. However, the differences are slight.

A real world scenario with high humidity increases the amount of heat being rejected by the A/C due to the heat of condensation, the same heat that powers a thunderstorm. This causes the A/C to run more and the A/C pulls about 25 hp.
