Exhaust looks correct. You can basically ignore what the mark on the gear teeth are pointing at and just think about what the center housing mark is pointing towards. You could even move the timing belt a tooth in the other direction, you would just have to shift the center the other way as well. (That make sense?)

The mivec is going to be a point of preference. Some prefer to advance it (as you have shown) which then changes your actual range of Intake cam to around +2.0 to +32.5 from the factory -1.8 to +28.8. I chose to go the other direction and pull away the 3.75deg because I wanted the low end to be able to get back to 0 and was less concerned with the map area that can benefit from the higher advance ranges.

So mine is the opposite direction or -5.5 to +25. When you decide which direction you're going to change things, you need to make sure to go into the maps and adjust the MIN, MAX, and your maps if you have values outside of the achievable range. If you don't, you'll get a MIVEC code.

No compression...

Ir cranks super fast. All lines are matching as the pic above... hmmm and ideas valves rings etc. Fresh motor and head

2.4lt evo 9 fresh motor timing confirmed? No compression?

.... i have the pictures of my timing. Car cranks pretty fast. Will cp test tonight. But what else can it be valves? I get fuel and spark. Fresh head and block.

Stock lifters cosworth 272 intake and 280 exhaust. And by hand meaing with a 1/2 inch ratchet yes

do you have a picture with the crank pulley on it?
