What's better?
 
So what is better a air to air intercooler or a water to air intercooler and has any one ever used a water to air intercooler on there EVO?

Talking efficiency - air to water. Talking cost air to water is more expensive, requires more to work.

TurboTrix's drag car had that setup. I have never seen a street car with it. We have some very good FMIC options available to us.

Street car, there is no need to be messing with water/air IMO
In a race car, then its a valid question.

Stick with air to air. This question has been asked and argued numerous times on dsmtuners and the conclusions are the same;
Unless it's an all out race vehicle, air to water intercooling is not worth it.

get a meth kit, they are MUCH more effective at cooling the intake charge..
