Sticking RPM's

So i've had my evo for awhile and it's always done this. Whenever I get on the car pretty good (4500+RPM's) or when ever I go WOT something is sticking I think. For example, if I'm going through 3rd gear at WOT and push in the clutch at about redline and then go into neutral the RPM's don't drop. They usually stay about 5K and I have to put it in gear and let out the clutch to make the RPM's go down. Is this normal? I don't think it is but it's never really been a problem for me. I'm just curious.

Info would be greatly appreciated! Anyone else hear about a car doing this?

yes, its common, can be corrected with an ecu mod to stepper table or egr.

What exactly is a "stepper table"? Is it something with the egr that's causing this?

What exactly causes this to happen? What's the easiest way to fix it?

I know there has to be someone who can help?

Im not sure the technical logistics of it but apparently it was put onto the ecu as a safety precaution. Something about making sure all of the fuel is burned in the combustion chamber. Apparently its msot common on the 05 evos. Mine does the same thing and I hate it...try searching throttle hang and see what you come up with. I know it has been discussed numerous times.
