Wheel well tar like substance - What is it.

What is that tar like rubber in the rear wheel wells. I was thinking it was some kind of sealer sprayed by the manufacturer. I don't have a new car to look at so maybe someone can help me out. I want to know if I have to scrape that gunk out of there.

Jack the car up and look underneath as the whole underbody of the car is covered in it. It's just underbody sealer type stuff. It's also a ***** to get off of your clothes & skin.
