That's the secondary air system, it is controlled by a secondary air solenoid valve that allows air to bypass the throttle body when the throttle plate is closed, to keep the turbo spooling. It's supposed to help a little when getting back on the throttle.

Is there any way you can confirm the color of the new blue on the EvoIX? Is it the French Blue of the Evo7 (same blue as 03/04 BBY) or is it that new turquoise blue I've been seeing on pics somewhere around here? It would be helpful in my decision to pick up a new EvoIX rear bumper.
