LOW BEAM adj. help and question...

ok for some odd reason theres been like 3 diff directions on how to adjust the low beams and some get it to work with ease, some take alot of work and some cant get it to work wahtsoever, its like every evo's headlight adjusting is different. I hate Mitsu...anyways, turning the 10mm with a socket behind the little green wheels or sticking a philips behind the green wheel and turning will adjust-HIGH BEAMS. Only reason some will be able to adjust their low beams with this method is because its turning a small black plastic gear thats sitting on the outside green gear. In order to adjust low beams ONLY u just take the 2 screws holding the black plastic gear and simply turn it with ur finger where u can turn it atleast 20x faster than u would with any tool. Theres a line connected to this, if u follow it, it leads to the HID ballast. This is what u need to touch. There was also someone suggesting u stick a philips inside a hole directly behind the HID ballast which did nothing whatsoever. Unfortunately for me, even turning the black plastic gear by hand atleast 100x, i got NOTHING, note: this was done only on driver's side as my driver's side headlight is like 6inches to 1ft off from my right headlight. Very VERY off, here's a pic of my car lit up at night
