How do I get to it and where is it located at? Behind the factory gauge cluster or behind/under the steering wheel?

 

there is no boost gauge vacum line behind the dash unless you have the OEM spot gauge kit, which only comes on 05s. You have to tap the a vaccum line off the intake manifold. Be smart and use the how-to section (and the search button)
