I don't think the MIVEC head is the equivalent of an Evo VIII head with aftermarket cams. The MIVEC is a big reason the IX produces more useuble power down low and has a more linear power curve, but it's not THE reason why the IX is more powerfull than the VIII off the showroom floor. Check out this thread where an '03 Evo VIII with 264/272 cams was equipped with a 100% OEM'd Mistubishi IX turbo. MIVEC is definately a step in the right direction, but it sounds like the IX turbo is 95% of the difference...

I use to have a 2005 evo 8 with TBE , reflash, boost controler, and k&n drop in; best 1/4 mile : 12.63@109.10
now my evo 9 mr has only a cat back, test pipe ( still has stock DP), aem intake, ams LICP, no reflash; best 1/4 mile : 12.62@109.17
your friend has a full exaust so if he knows how to drive he should beat you

no evo 8 has been able to do that as far as i know
ehhhh idk sounds like he cant drive.....i race SLEET and he pulled the same as boostez....but my car was stock with maybe 1000 miles on it at the time.... and i think if i was put into a stock 9 now i would be next to him since im a better driver....we raced quite a few times and he would only pull after we got to a higher speed...all in all his car is much faster but it took him some time...

You can't compare those two. The 9 has more power stock.. naturally it's going to reach faster quarter-mile times with fewer mods..the MIVEC/bigger turbo isn't included in the 8s.
