It's best if you search first before making new threads, especially since it's a forum rule. When searching, you find that this question has been asked more times than I can count, and I'm really good with math. Please try to get in the habit of first reading the forum rules, then following them. It will make your stay more enjoyable and keep the search engine free of clutter.

On a 9, I can help you with mods, but your tuning will be difficult, since you're in Hawaii. Here are my suggestions, and since you didn't mention install costs, shipping costs, or whether you want to include a clutch in this 3k, then I have to make several assumptions:

For 3k of just performance parts alone:
- Warrtalon/Buschur Stg 1 (TBE, MBC, gauge+pod, flash)
- BR LICP
- BR ported/coated manifold
- BR coated o2 housing

That's around 1900 with shipping, and for your flash, you can just make it an e-flash so that you don't have to mail your ECU (requires flashing cable and free flashing software).

With the remaining 1100, you can get cams if the GSC 280s turn out to be good ($599), then spend the rest on installation or additional gauges. If the cams don't become available soon, then you could consider saving your cash for a clutch, which you will need pretty soon after all your mods most likely. That will run you more than $1100 for clutch and installation, so be prepared.

3 grand to the principle of the loan would be really good too unless you paid cash and in that case get the stuff Warrtalon mentioned.
