Yeah, NASA does NOT require that and neither do we. I would also very strongly recomend against a harness bar and harness with no cage or bar. IF you have a roll cage (not bar) then you should have a harness. These are all recomendations as NASA does not require any of this.
If I see someone at the event with a harness bar and harness without roll protection, I will tell them to use their regular seatbelt if they still have it.

Sorry first page of the thread says:

I misread it.
Maybe the rules could be updated on page 1 and page 3 to match whats on page 5 so people don't have to wade through the entire thread.

It means stock appearing...if you look at it, you cannot tell it is not stock. If it is internally modified, fine. If it does not look to be a stock turbo, then its a no go as is the case for several aftermarket bolt on turbos. BTW, we have a new thread stickied at the top of the section for further questions
